It's thrown into a fireplace, causing the fire to turn brilliant green. This allows a witch or wizard to step into the fire, speak the name of another fireplace location, and travel there. Should keep arms in and eyes closed when using it.
It does not burn the person. The Ministry of Magic maintains the "Floo Network" of fireplaces which are connected. Non-Wizard fireplaces can also be connected.
